Abu Dhabi's Department of Finance and Statistics Centre- Abu ...

The agreement aims to strengthen ties between the two parties and will help facilitate better exchange of statistical data and business intelligence between them, thereby boosting the strategic partnership between Department and the Center. The signing ceremony for the same was held at the DoF head office.

The agreement was signed by H.E. Mohammed Sultan Bin Gnome Al Hameli - Executive Director of DoF and H.E. Butti Ahmed Mohammed Bin Butti Al Qubaisi - Director of the Statistic Center. The agreement is in line with the outlined financial and socio- economic policy and will ensure sustainable development in Abu Dhabi; the signing ceremony was attended by heads of departments from both sides.

As part of the agreement, the two parties agreed on a collaborative framework that helps them in sharing and exchange of reliable statistical data related to Abu Dhabi without compromising either party's individual legal powers and scope of influence.

Talking about the collaboration, HE Mohammed Hamli emphasized the critical role that Statistics Center plays in providing latest statistics and official data related to Abu Dhabi as the only official agency responsible for the collection and dissemination of statistical data for the Emirate. He said this agreement will positively affect the Department of Finance in its performance and it will be able to save critical time, effort and resources which it can then channelize in driving the development and economic prosperity of the Emirate.

He added: "DoF is responsible for providing specialized financial services and solutions for all government entities in the Emirate of Abu Dhabi, and it is our role to continuously develop and implement financial customs, legislations and policies across the Emirate. As part of this role we will continue to forge agreements and partnerships with leading institutions and authorities in the country that enable us to better advise the government in all matters related to these policies."

H E Butti Al Qubaisi pointed that this agreement is recognition of SCAD's role in the scientific data collection field. He reiterated SCAD's commitment to collaboration with both governmental and non-governmental entities to help optimize the statistical resources for the Emirate. This agreement will help them in finding a more effective cooperation mechanism between the issuers and users of statistics, which will contribute towards optimizing statistical resources in the Emirate of Abu Dhabi. We will continue to improve frameworks to prepare overall statistical systems that are built on solid scientific foundation consistent with international best practices and standards of quality."

As part of the agreement the two parties will work together on building a variety of technical aspects related to methodologies, statistical indicators, data collection and documentation cycle,. They will also work on developing a common set of standards related to data exchange, in addition to defining structure of data systems.

In the recent past DoF has signed several agreements in Abu Dhabi with entities such as the agreement between General Directorate of Customs with Higher Colleges of Technology, the MoU with Khalifa Fund to support the Abu Dhabi economic and its citizens, and the agreement with Abu Dhabi General Services company (Musanada).

Nigerians fear more church attacks after 39 killed

MADALLA, Nigeria (AP) ? In the chaos after the Christmas terror attack on a Catholic church, one mortally wounded man cradled his wounded stomach and begged a priest for religious atonement. "Father, pray for me. I will not survive," he said.

At least 35 people died at St. Theresa Catholic Church and dozens were wounded as radical Muslim militants launched coordinated attacks across Africa's most populous nation within hours of one another. Four more people were killed in other violence blamed on the group known as Boko Haram.

It was the second year in a row that the extremists seeking to install Islamic Shariah law across the country of 160 million have staged Christmas attacks. Last year, a series of bombings on Christmas Eve killed 32 people in Nigeria.

On Monday, tried to clean the sanctuary of the damaged church, while one man wept uncontrollably amid the debris. Crowds gathered among the burned-out cars in the dirt parking lot, angry over the attack and fearful that the group will target more churches.

Rev. Father Christopher Jataudarde told The Associated Press that Sunday's blast happened as church officials gave parishioners white powder as part of a tradition celebrating the birth of Christ. Some already had left the church at the time of the bombing, causing the massive casualties.

At least 52 people were wounded in the attack, said Slaku Luguard, a coordinator with Nigeria's National Emergency Management Agency. Victims filled the cement floors of a nearby government hospital, some crying in pools of their own blood.

Pope Benedict XVI denounced the bombing at his post-Christmas blessing Monday, urging people to pray for the victims and Nigeria's Christian community.

"In this moment, I want to repeat once again with force: Violence is a path that leads only to pain, destruction and death. Respect, reconciliation and love are the only path to peace," he said.

The African Union also condemned the attacks and pledged to support Nigeria in its fight against terrorism.

"Boko Haram's continued acts of terror and cruelty and absolute disregard for human life cannot be justified by any religion or faith," said a statement attributed to AU chairman Jean Ping.

On Sunday, a bomb also exploded amid gunfire in the central Nigeria city of Jos and a suicide car bomber attacked the military in the nation's northeast. Three people died in those assaults.

After the bombings, a Boko Haram spokesman using the nom de guerre Abul-Qaqa claimed responsibility for the attacks in an interview with The Daily Trust, the newspaper of record across Nigeria's Muslim north. The sect has used the newspaper in the past to communicate with public.

"There will never be peace until our demands are met," the newspaper quoted the spokesman as saying. "We want all our brothers who have been incarcerated to be released; we want full implementation of the Sharia system and we want democracy and the constitution to be suspended."

Boko Haram has carried out increasingly sophisticated and bloody attacks in its campaign to implement strict Shariah law across Nigeria. The group, whose name means "Western education is sacrilege" in the local Hausa language, is responsible for at least 504 killings this year alone, according to an Associated Press count.

Last year, a series of Christmas Eve bombings in Jos claimed by the militants left at least 32 dead and 74 wounded. The group also claimed responsibility for the Aug. 26 bombing of the United Nations headquarters in Nigeria's capital Abuja that killed 24 people and wounded 116 others.

While initially targeting enemies via hit-and-run assassinations from the back of motorbikes after the 2009 riot, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties.

That has fueled speculation about the group's ties as it has splintered into at least three different factions, diplomats and security sources say. They say the more extreme wing of the sect maintains contact with terror groups in North Africa and Somalia.

Targeting Boko Haram has remained difficult, as sect members are scattered throughout northern Nigeria and the nearby countries of Cameroon, Chad and Niger.

Analysts say political considerations also likely play a part in the country's thus-far muted response: President Goodluck Jonathan, a Christian from the south, may be hesitant to use force in the nation's predominantly Muslim north.

Speaking late Sunday at a prayer service, Jonathan described the bombing as an "ugly incident."

"There is no reason for these kind of dastardly acts," the president said in a ceremony aired by the state-run Nigerian Television Authority. "It's one of the burdens as a nation we have to carry. We believe it will not last forever."

Islamists kill dozens in Nigeria Christmas bombs (Reuters)

ABUJA (Reuters) ? Islamist militants set off bombs across Nigeria on Christmas Day - three targeting churches including one that killed at least 27 people - raising fears that they are trying to ignite sectarian civil war.

The Boko Haram Islamist sect, which aims to impose sharia law across the country, claimed responsibility for the three church bombs, the second Christmas in a row the group has caused mass carnage with deadly bombings of churches. Security forces also blamed the sect for two other blasts in the north.

St Theresa's Catholic Church in Madala, a satellite town about 40 km (25 miles) from the centre of the capital Abuja, was packed when the bomb exploded just outside.

"We were in the church with my family when we heard the explosion. I just ran out," Timothy Onyekwere told Reuters. "Now I don't even know where my children or my wife are. I don't know how many were killed but there were many dead."

Hours after the first bomb, blasts were reported at the Mountain of Fire and Miracles Church in the central, ethnically and religiously mixed town of Jos, and at a church in northern Yobe state at the town of Gadaka. Residents said many were wounded in Gadaka, but there were no immediate further details.

A suicide bomber killed four security officials at the State Security Service in one of the other bombs, which struck the northeastern town of Damaturu, police said. Residents heard two loud explosions and gunfire in the town.

A Reuters reporter at the church near Abuja saw the front roof had been destroyed, as had several houses nearby. Five burnt out cars were still smouldering. There were scenes of chaos, as shocked residents stared at the wreckage in disbelief.

"Mass just ended and people were rushing out of the church and suddenly I heard a loud sound: 'Gbam!' Cars were in flames and bodies littered everywhere," Nnana Nwachukwu told Reuters.

Father Christopher Barde, Assistant priest of the church, said: "The officials who counted told me they have picked up 27 bodies so far."

Police cordoned off the area around the church. Thousands of furious youths set up burning road blocks on the highway from Abuja leading to Nigeria's largely Muslim north.

Police and the military tried to disperse them by firing live rounds into the air with tear gas.

"We are so angry," shouted Kingsley Ukpabi, as a queue of hooting vehicles lined up behind his flaming barrage.

ATTACKS INCREASE

Boko Haram - which in the Hausa language spoken in northern Nigeria means "Western education is sinful" - is loosely modelled on the Taliban movement in Afghanistan.

It has emerged as the biggest security threat in Nigeria, a country of 160 million split evenly between Christians and Muslims, who for the most part live side by side in peace.

Its low level insurgency used to be largely confined to northeastern Nigeria, but it has struck several parts of the north, centre and the capital Abuja this year.

Last Christmas Eve, a series of bomb blasts around Jos killed 32 people, and other people died in attacks on two churches in the northeast.

At the church near Abuja, a wounded man whose legs were almost shattered to pieces by the blast was loaded onto a stretcher near an ambulance by security services.

"I'll survive," he said in a hushed voice.

The blast in Jos, a tinderbox of ethnic and sectarian tensions that sometimes sees deadly clashes between Muslims and Christians, was accompanied by a shooting spree by militants, who exchanged fire with local police, said Charles Ezeocha, special taskforce spokesman for Jos.

"We lost one policeman and we have made four arrests. I think we can use them to get more information and work on that," he said. Police found four other explosive devices in Jos, which they deactivated, he added.

President Goodluck Jonathan, a Christian from the south who is struggling to contain the threat of Islamist militancy, called the incidents "unfortunate" but said Boko Haram would "not be (around) for ever. It will end one day."

The White House condemned "this senseless violence and tragic loss of life on Christmas Day."

This tentative agreement includes a wage freeze for three years with a 2-percent increase in 2014.

Retroactive pay from 2005 to 2010 would be handed out in two installments.

Union members still need to ratify the deal.

(AP) ? James Harrison is nothing if not exact. On the field and off.

Though he did not address the media on Friday, after the NFL denied his appeal of a one-game suspension for a helmet-to-helmet hit on Cleveland quarterback Colt McCoy, the Pittsburgh Steelers linebacker did respond on his Twitter page.

"17 games, 1000+ snaps, 100+ tackles, 12+sacks and 2 forces fumbles since my last incident and I get a suspension for a football play!"

Indeed he did, and as a result, Harrison will sit out Monday night's game against San Francisco.

The ruling was made by NFL-NFLPA on-field appeals officer Ted Cottrell after a careful review of the hit that drew the original suspension on Tuesday. McCoy, who returned during the Steelers' win over the Browns on Dec. 8, suffered a concussion.

But while Harrison was quiet, his teammates ? as expected ? were anything but.

"I'm not surprised. You're appealing to the same people who put the suspension in place, so no, I'm not surprised at all," Steelers safety Ryan Clark said. "I don't care about the league's message anymore. It's about us as a football team playing the type of football that's going to help us win championships, despite who gets suspended, despite who gets fined.

"We're going to try to play within the rules. We're going to stop fighting this battle of talking to them. That's what this is about."

The NFL cited Harrison's history of flagrant hits ? this was his fifth on a quarterback ? in making him the first player suspended under stricter guidelines for player safety that were invoked midway through last season.

"We have to adjust and play within the rules that they make up and the stuff they're going to call," Steelers linebacker James Farrior said. "We have to really be careful about how we approach it. It's one of those things we'll have to deal with as we go, and hopefully it'll work out."

Clark, as often is the case in the Steelers locker room, spoke the loudest.

"Like I said on Wednesday, my disappointment is for James," he said. "He's been trying really hard to comply with what's being asked of him. For him to be suspended for this situation, to us, is disheartening. To me, it was a between-the-whistle play. They're making an example out of him for it this year. I don't think it's right.

"We have to continue playing and just roll with the punches and try to win games without one of our best players."

Harrison has 53 tackles and eight sacks this season.

Netflix rolls out version 2.0 of its iPad app with upgraded interface (Appolicious)

Streaming video service Netflix has just rolled out a big update to its iOS apps, adding new features for different markets and sporting a revamped interface for its iPad version.

The big user interface change requires Apple?s latest version of its iOS platform, iOS 5, to work correctly, but once you update Netflix (and provided it updates correctly ? some users are reporting a few issues upgrading), the new app should be very much altered to take advantage of the iPad?s larger screen. It also contains a new ?Continue Watching? section that has shows or movies that you?ve already started ready to go wherever you left off, no matter what device you were using. So you can start a show on your TV with, say, your Xbox 360, and finish it on your iPad within seconds, just by tapping into the right video.

The new update focuses on making navigation through Netflix?s massive online library of streaming movies and TV shows easier. It looks a lot like a big update that Netflix just kicked through for another platform, Xbox LIVE. Now you can see a lot more movies on your queue or search results a lot more quickly, which minimizes the time needed for navigation and gets you watching content faster. The update also addresses some stability issues, Netflix said in its blog.

There are other new changes for the free app, as well. Netflix recently expanded to Latin America, opening up a whole new market for its streaming service, but those countries it started offering service in were without compatible iPhone and iPad apps. That changes with Netflix 2.0, which rolls out the apps in Latin America, along with the UI changes that U.S. and Canadian customers are getting with the update.

Lastly, Netflix has added new functionality to its app for Apple TV. It now supports what?s called ?Just For Kids,? a section on the interface that provides content specifically geared toward kids 12-years-old and younger. The service is also opened up to Latin America on Apple TV as well. Of course, while all Netflix?s apps are free, you still need a subscription to watch streaming video.

Netflix has suffered from some missteps lately, but it has always been a big supporter of Apple?s iOS devices. Users are reporting some issues getting the Netflix 2.0 update to work, but it seems like once it does, it brings more functionality and ease of use to iPad owners, and it still makes it easy and convenient to watch movies and TV shows on your iOS devices.

Patriots present Tebow with toughest test yet (Reuters)

(Reuters) ? Tim Tebow, the most-talked about quarterback in the National Football League, goes up against one of the most successful of the past decade when the Denver Broncos host Tom Brady and the New England Patriots in Sunday's marquee game.

The game is one of many this week with playoff implications as the NFL enters the final three weeks of regular season play, but no matchup is more keenly anticipated than the clash of two AFC divisional leaders.

The AFC East's Patriots need a win to clinch their place in the post-season while the AFC West's Broncos are desperate for a victory to keep their momentum towards the playoffs going after winning seven of eight games since Tebow was named starter.

Tebow, the unorthodox, college-style quarterback whose very public displays of religiosity have polarized opinion and whose technique led many critics to write him off as a pro, has simply been the story of the 2011 NFL season so far.

The 24-year-old signal caller is well aware his counterpart in Sunday's game represents, in many ways, the gold standard in the NFL. After all, Brady has won three Super Bowls, was named the most valuable player in two of the championship games and has earned six Pro Bowl selections.

"He's a master of so many things at the quarterback position," said Tebow. "He's been one of the best in the league for a long time."

Denver have adapted their offense to embrace Tebow's ability to run with the ball while compensating for his limited throwing ability, and their defense has ensured the quarterback has been in a position to launch a series of late-game comebacks.

Denver have won their previous six games, three of them in overtime, including last week's win over the Chicago Bears that marked the second time Tebow led the Broncos to victory after trailing by 10 or more points in the final three minutes.

The phrase 'Tebow Time' has been coined to capture the fact that five times this year his Broncos have won games in which they trailed in the fourth quarter.

But the latest test for Tebow will be Bill Belichick's experienced and astute New England team, tipped by many to represent the AFC in the Super Bowl.

Belichick knows to expect much more than just the Tebow factor from coach John Fox's Broncos team.

"They do a lot of things well. They run the ball well, they have a little bit of an option game, they throw it well, play-action, thrown the ball down the field to some big receiver who can go up and get it. It's no one man band - we'll get tested across the board," he told reporters.

The Patriots head coach, a three-time Super Bowl winner, also does not buy into the popular notion that Tebow's throwing 'mechanics' are not suited to the NFL.

"His passing is good," said Belichick. "It was good in college, he was a very productive passer in college and he's thrown the ball well in this league. He's got some very good throws, as good as anybody that you want to put in there."

Two other AFC playoff spots could be determined with the Baltimore Ravens needing a win at San Diego to be sure and the Pittsburgh Steelers knowing a win on Monday against the already playoff bound San Francisco 49ers would be enough.

The unbeaten Green Bay Packers already have a bye in the first round of the playoffs and can secure home field advantage throughout the NFC playoffs with a win at the Kansas City Chiefs or a 49ers loss.

Sperm Bank and Reproductive Research Could Help Save Tasmanian Devils from Extinction

Tasmanian devilA diseased and emaciated Tasmanian devil (Sarcophilus harrisii) was found last week on a golf course in the town of Zeehan on Tasmania?s west coast. Like many of its kind, the animal suffered from the deadly, transmittable cancer known as Devil Facial Tumor Disease (DFTD), which has wiped out at least 70 percent and possibly as many as 90 percent of the world?s Tasmanian devils since it was first observed in 1996. This is the first time that DFTD has been seen in western Tasmania, a serious blow to scientists? hopes to maintain disease-free populations of this endangered species.

DFTD manifests as tumors that destroy an infected animal?s mouth, making it impossible for a devil to eat. Starvation and death follow within three to six months. Transmission is easy, because devils frequently bite one another on the mouth during mating or while fighting over carcasses.

So far, scientists have not been able to come up with a vaccine or treatment for DFTD, but that?s not the only path researchers are taking as they try to save the Tasmanian devil. Justine O?Brien, scientific director at SeaWorld & Busch Gardens Reproductive Research Center in San Diego, Calif., and reproductive biologist Tamara Keeley of the Taronga Conservation Society Australia (TCSA) have been leading the efforts to understand Tasmanian devil reproductive biology to gain a better grasp of male sperm biology and female estrus cycles. They have also created a genome bank or ?frozen zoo? located at the society?s Taronga Western Plains Zoo in Dubbo, New South Wales, to preserve Tasmanian devil genetic material as the wild population and genetic diversity continue to decline.

The most recent research in this area?supervised by O?Brien and Paul McGreevy, a professor of veterinary science at the University of Sydney?has been conducted by Keeley as her doctoral research. The first of several papers detailing their studies was published in the September 2011 issue of Theriogenology. Four additional articles are pending publication in that journal, along with Reproduction Fertility and Development and General and Comparative Endocrinology.

?In view of the dire forecast for wild devils, where extinction of the species is estimated to occur within 25 to 30 years, a functional genome bank comprised of genetic material from both wild and captive animals is of particular importance,? Keeley says. ?A genome bank is especially beneficial for species such as the devil which have a short reproductive lifespan?three to four years?since genetically valuable individuals may die before they have reproduced or before they have reached their full reproductive potential.? Earlier research has shown that Tasmanian devils do not have broad genetic diversity, so preserving as many genetic lines as possible is important.

One aspect of the latest research has been to come up with a cryodiluent?a solution with components critical for success in freezing sperm?tailored specifically for the reproductive cells of male Tasmanian devils. One of the challenges in creating this solution has been the very low sperm count produced by the male devils (testicular sperm in the thousands compared with millions or billions in other wildlife). O?Brien says her team also discovered that ?devil sperm membranes are highly susceptible to damage occurring during the freezing and thawing process.? After four years of systematic improvements, their cryopreservation technique now has up to a 48 percent sperm survival rate after thawing.

Luckily, DFTD itself does not appear to have much of an effect on Tasmanian devil sperm. ?Our examination of devils with varying severity of DFTD clinical signs suggests that the effect of DFTD on the male reproductive tract and sperm quality is limited,? Keeley says. ?Even devils with large tumors and metastases continued to produce motile sperm of similar quality to disease-free animals and to those with early-stage tumors.? This means they don?t need to concentrate on collecting genetic material from disease-free animals and can preserve a wider range of genetic samples. (So far, all of their egg and sperm samples have come from diseased devils that were so sick they needed to be euthanized.)

The next challenge the researchers hope to tackle involves artificial insemination. ?The success of artificial insemination procedures remains dependent on the quality of sperm and an extensive knowledge of the female estrous cycle, especially the timing of ovulation in relation to temporal changes in hormone concentrations,? Keeley says. ?Our recent studies have helped to characterize hormone profiles of devil cycles, but the timing of ovulation is still poorly understood and further research is needed to enable sperm placement in the female at the appropriate time. As female devils have a long period of estrus and are believed to store sperm in their reproductive tract for several days, it is possible that they have a considerable window of opportunity in which artificial insemination can be performed, but this remains to be confirmed.?

Once artificial insemination or in vitro fertilization techniques are developed, ?genome bank samples may be selectively infused into captive or wild populations to maintain or increase biodiversity,? she says.

The research was made possible through collaborative efforts the University of Sydney; Tasmania?s Department of Primary Industries, Parks, Water and the Environment; TCSA; and SeaWorld & Busch Gardens. It was funded by the Morris Animal Foundation and the SeaWorld & Busch Gardens Conservation Fund.

Scientists find monster black holes, biggest yet (AP)

CAPE CANAVERAL, Fla. ? Scientists have found the biggest black holes known to exist ? each one 10 billion times the size of our sun.

A team led by an astronomer at the University of California at Berkeley discovered the two gigantic black holes in clusters of galaxies 300 million light years away. That's relatively close on the galactic scale.

The previous black hole record-holder is as large as 6 billion suns. A black hole is formed by the collapse of a super-size star. It's a region where nothing, not even light, can escape.

The scientists say their findings suggest differences in the way black holes grow, depending on the size of the galaxy.

The research was released Monday by the journal Nature.

Pakistan actress sues over nude magazine photos (AP)

NEW DELHI ? Pakistani actress Veena Malik is suing a popular Indian men's magazine for millions of dollars, accusing it of publishing photos she says were doctored to make her appear nude, her lawyer said Monday.

Malik's racy images in the December issue of FHM India has triggered a fury across her conservative Islamic country, with one cleric calling them a "shame for all Muslims."

The photo essay appears to make light of the military rivalry between India and Pakistan, nuclear-armed neighbors who have fought three wars.

In the magazine's cover photo, Malik is shown wearing no clothing, but with her arms and legs discreetly positioned to keep her covered. She has the letters ISI stenciled on her arm, representing Pakistan's powerful spy agency, the Inter-Services Intelligence agency.

In a second photo, she is lying on a camouflage military helmet and in a third she is wearing what appears to be a green ammunition belt and pretending to pull the pin out of a grenade with her teeth. She appears to be topless in those images.

Malik's lawyer, Ayaz Bilawala, denied the nude cover photo was authentic and said Malik was wearing underwear throughout the entire shoot. He sent notice to the magazine and was filing papers in the Mumbai High Court demanding all copies of the magazine be removed from newsstands, he said. The suit was also seeking 100 million rupees ($2 million) in damages.

"She has been cheated, and there has been tampering, and the photographs have been morphed," he said. "She has not posed in the manner in which she has been shown."

He also disputed the magazine's assertion that it possessed a video of the shoot that would prove the photos were real.

FHM India editor Kabeer Sharma insisted the photos were authentic and said he had just come out of a meeting with the magazine's lawyers where they watched the video of the photo session proving his case.

"It's a considered decision on our part not to make that video public because of the nature of the video," he said.

Sharma said the magazine had received the legal notice.

"The allegations are entirely false and we are investigating various options, including a countersuit," he said.

Malik courted controversy last year when she participated in India's "Bigg Boss" reality show, where minor celebrities are locked in a house together. Conservative Pakistani clerics lambasted her both for appearing on a show in arch-rival India and for appearing to canoodle with an Indian actor in the house.

Cargill, Agribusiness Giant, To Lay Off 2,000 Employees Globally

U.S. agribusiness giant Cargill Inc CARG.UL said it would let go of 2,000 of its employees globally, citing a continued weak global economy.

Minneapolis-based Cargill, one of the world's largest privately held corporations, said the job cuts affect 1.5 percent of its workforce of 138,000 employees located in 63 countries and will take place over the next six months.

"At this time, we do not have any breakdowns. We do know they will not be concentrated in any one city, country or region," Lisa Clemens, a Cargill spokeswoman based in Minneapolis, told Reuters.

The company said the workforce reductions were made on recommendations from various business units and was not a "uniform across-the-board" cut. Cargill added it was making internal structural changes, following a review of its global energy, transportation and metals operations.

On November 30, market sources told Reuters that Cargill's unit, Cargill Ferrous International, was shutting down its physical steel trading desks in Hong Kong and Geneva.

Cargill earnings for the quarter ended August 31 were down 66 percent at $236 million due to economic uncertainty and volatile commodity markets.

The company is providing employees with severance and outplacement support.

Ivory Coast's Gbagbo en route to Hague (AP)

ABIDJAN, Ivory Coast ? Ivory Coast's former strongman, who nearly dragged his country into civil war in a bid to retain power, is being extradited to the International Criminal Court following the issue of a warrant for his arrest, his spokesman said Tuesday.

The ex-president has been under house arrest in the tiny village of Korhogo over 300 miles (500 kilometers) north of Abidjan since being ousted by internationally backed forces seven months ago.

In Abidjan, Gbagbo's spokesman Kone Katinan confirmed that the former ruler had left the remote village on a special flight headed to The Hague. "He's in the plane," Katinan said. The public prosecutor's office in Ivory Coast said Gbagbo changed planes in Bouake, the regional capital, before continuing to the Netherlands.

"I can confirm that he left Korhogo at 6:31 p.m. GMT. He is passing through Bouake, because the landing strip in Korhogo can only accommodate a small plane."

Gbagbo's Paris-based lawyer Emmanuel Altit said he had filed an appeal to stop the international arrest warrant issued Tuesday through Ivory Coast state prosecutors, but acknowledged that if it's not granted, the ex-president would be transferred overnight.

The development, which comes almost exactly a year to the day after Ivory Coast's disputed presidential election, was applauded by victims of Gbagbo's regime and by rights groups because of the signal it sends against impunity.

Once he arrives in The Hague, Gbagbo will become the first former head of state to be taken into custody by the tribunal since its founding in 2002. Sudanese President Omar al-Bashir has been indicted, though he refuses to surrender, while former Liberian warlord Charles Taylor and Yugoslav leader Slobodan Milosevic have been tried there by special ad hoc tribunals, rather than the international court.

The move could further stoke tension in Ivory Coast, however, because it gives the appearance of victor's justice, since grave abuses were also committed by forces loyal to the country's democratically elected leader, Alassane Ouattara, who enlisted the help of a former rebel group in order to force Gbagbo from office.

In the Abidjan neighborhoods that voted in large numbers for Gbagbo, the frustration was palpable. Retired insurance salesman Jack Koutouan, 67, called the move "an abuse of the law."

Leaders of Gbagbo's party, whose members are either under house arrest or else in exile, called the pending extradition an "injustice."

"It's an injustice to judge him alone without judging (Guillaume) Soro," said party spokesman Augustin Guehoun, naming the country's defense minister who headed the armed group that invaded the country in order to install Ouattara.

The United Nations, Human Rights Watch and Amnesty International have documented how the advancing army set fire to villages that voted for Gbagbo, and executed those that could not run away, including the elderly and the disabled, by rolling them inside mattresses and then setting them on fire.

"He is not the only one responsible (for the human rights abuses committed during the post election period)," said 30-year-old Kossonou Agingra. "There were partisans of Alassane (Ouattara) who killed ? and partisans of Gbagbo who killed."

The 66-year-old Gbagbo, a history professor, came to power in a flawed election in 2000. He then failed to hold elections when his first five-year term expired in 2005, and rescheduled the vote a half-dozen times before it finally went ahead in 2010. Among conditions set by the international community, which Gbagbo accepted, were that the results would be certified by the United Nations in order to prevent his regime from rigging the vote.

But as soon as it became clear that Ouattara was leading in the polls, Gbagbo's presidential guard surrounded the election commission, preventing the results from being announced.

The killings began as soon as the United Nations declared Ouattara the winner, and for the next four months morgues overflowed as the military under Gbagbo's control executed opponents, gunned down protesters and shelled neighborhoods.

The turning point came in March when thousands of unarmed women led a demonstration demanding Gbagbo's departure. Tanks opened fire with 50-caliber bullets and the horrific scene that followed was caught on camera phones, and led to condemnation by governments around the world, including U.S. Secretary of State Hillary Rodham Clinton.

The United Nations helped by French forces began air strikes soon after, clearing the path for Ouattara's soldiers to enter the city, where they seized Gbagbo inside his bunker.

"Today is a big day for the victims of crimes committed during Ivory Coast's horrific postelection violence," said Elise Keppler, senior counsel to Human Rights Watch in an email.

"While the Gbagbo camp fueled the violence through its refusal to relinquish power and its incitement, forces on both sides have been repeatedly implicated in grave crimes," she said. "The many victims of abuse meted out by forces loyal to President Ouattara also deserve to see justice done."

The spokesman for Ouattara's government Kone Bruno said he did not believe the pending indictment could destabilize the nation, which is still plagued by pockets of violence between the two camps. He added that the international court will likely be more impartial than an Ivory Coast court. "If a judgment were made in Ivory Coast, it wouldn't be objective," he said.

In the Netherlands, Gbagbo is likely to be better treated than he has been at home. His lawyer Altit said that while under house arrest in Korhogo the elderly Gbagbo was kept incommunicado and prohibited from going outside.

"He didn't have the right to walk even a few steps outside," said Altit. "At the beginning, he didn't have any clothes, and after two or two-and-a-half months lawyers were able to come see him and bring him some things."

A confidential United Nations document leaked to The Associated Press on Tuesday states that Gbagbo's health "seems to be deteriorating." He was having "trouble standing up," as of Nov. 23.

In The Hague, Gbagbo will likely be held in the same North Sea-facing complex that also houses ex-Liberian warlord Taylor and Congolese politician Jean-Pierre Bemba. Inmates have TVs, access to the Internet and a choice of books to read, as well as regular contact with their attorneys.
